Run the scope checkThe sales channel is not what creates the Polish obligation: making packaged products available on Polish territory for the first time is. Register from the first parcel, then place the number in the marketplace field and on your documents.
Two controlsRegistration is owed on the same basis as a marketplace sale. Separately, Article 45(3) covers producer profiles 3(15)(c) and (d) where a producer makes packaging or packaged products available in another Member State for the first time, including under a distance contract.
Representative reviewThe same registration duty applies, with a certified passport copy, an apostille and a sworn Polish translation on the paper application.
Human reviewWho first makes the goods available on Polish territory decides, and delivery terms change the answer. Poland publishes no guidance resolving it, so this route is reviewed by a person.

State register
The database of products, packaging and waste management. An entry produces the nine-digit registry number, and the annual report is filed inside the system. Unrelated to BDO the audit network.
Registering authority
Receives the paper application from a foreign company without a Polish branch, decides the entry and collects the registration and annual fees.
National ministry
Sets the registration and annual fees, the annual recycling levels and the product-fee rates by regulation, and runs the BDO system.
PPWR framework
Regulation (EU) 2025/40 has applied since 12 August 2026. The producer registers it foresees depend on an implementing act that has not yet been adopted.
